Analyse der Kontroll- und Sanktionshäufigkeiten großer Öko-Kontrollstellen in Deutschland Organic Eprints

Die Vermarktung von ökologischen Lebensmitteln in Deutschland ist an die Einhaltung der entsprechenden europäischen Rahmenvorschrift geknüpft. Bis Ende 2008 war dies die Verordnung (EWG) Nr. 2092/91, deren Einhaltung durch die Öko-Lebensmittelwirtschaft in Deutschland von privaten Kontrollstellen überprüft wurde. Die privaten Kontrollstellen melden im Rahmen der gesetzlich vorgeschriebenen Überwachung Daten zu Kontroll- und Sanktionshäufigkeiten der Unternehmen an die Behörden der Länder (Überwachung auf Bundeslandebene) und an die Bundesanstalt für Landwirtschaft und Ernährung (BLE). CERTCOST – Ökonomische Analyse von Bio-Kontrollsystemen auf EU Ebene Organic Eprints

The EU funded project CERTCOST proposes to combine the experience and knowledge of both researchers and SMEs to analyse the implementation of organic certification systems and to estimate all relevant expenditures or transaction costs for different certification systems along the organic food supply chain. Benefits of certification will also be analysed, using data on consumers’ recognition and willingness to pay for different organic logos and trademarks. Finally, recommendations will be drawn for the EU Commission, national competent authorities and private actors in organic food and farming on how to increase effectiveness and efficiency of organic certification.

Economic Concepts of Organic Certification Organic Eprints

Certification is a key element in marketing organic food products. Based on economic theory, this report wants to illustrate the economic reasoning for certification. The intention is to provide a description of economic concepts, which is understandable for a wider audience. We are focusing on the basic economic literature. Chapter 1 “Organic certification system” describes the current control system in the European Union. Why this is necessary, will then be explained based on a synopsis of economic literature. Evaluation des Bundesprogramms Ökologischer Landbau Organic Eprints

Parallel zu seiner Umsetzung wurde das Bundesprogramm Ökologischer Landbau (BÖL) ab 2003 begleitend evaluiert. Die Evaluierung des Gesamtprogramms führte die "Gesellschaft für Innovationsforschung und Beratung mbH Berlin (GIB)" durch. Die Evaluierung des Maßnahmenbereiches C2 ("Information der Verbraucher über das Produktionssystem ökologischer Landbau") erfolgte separat durch "Partizip und Dr. Brombacher & Weber". Deren Ergebnisse sind in den nun vorliegenden Abschlussbericht eingeflossen. Modelling risk-based inspections in EU organic certification: data requirements and analysis tools Organic Eprints

A Risk Based Inspection (RBI) scheme is a planning tool used to develop the optimum plan for the execution of inspection activities. Organic certification system could benefit from the implementation of RBIs in terms of higher effectiveness, i.e. trustability, and lower transaction costs for organic operators. Data from certification bodies provide basic information about non-compliances and structural aspects of organic operators. Here we propose a methodological approach to risk analysis modelling, based on discrete choice models and Bayesian networks, both aiming at the identification of key risk factor in the organic certification process in the European Union.

This paper describes the Italian and German organic certification systems, including the institutions involved and the definitions of non-compliance and sanctions. Although they are both implementations of the same EU regulatory framework, these systems differ in many respects. Case study data from control bodies on non-compliance and sanctions are presented and analysed using binary choice models. This analysis shows that the occurrence of slight non-compliance and greater farm acreage are significant risk factors that explain severe non-compliance in both countries. Organic controls in Germany – is there a need to harmonize? Organic Eprints

Organic food markets substantially rely on a reliable control system. To identify and isolate the effect of different factors potentially influencing the uniform implementation of organic controls, we apply a stepwise estimation of different logit models. Using control data of German farms from five important control bodies we identify, first, risk factors for non-compliance of farms, second, the impact of the control body as well as, third, the potential impact of governmental institutions which are in charge for the implementation of the control system. The results indicate a need for a more harmonized implementation of the German organic control system.

Organic Farming Certification – the Costs of Reducing Transaction Costs Organic Eprints

Since 1991, the European Union regulates the organic food market. By implementing the organic regulation and the corresponding inspection and certification system, organic markets were fostered, but the financial costs and bureaucratic drift of this system are controversial. Up to now, there exist only very rough estimates of the overall burden of organic producers, mostly considering only the cash costs and neglecting opportunity costs of the certified entities, which are likely to be of considerable magnitude. As a first step in approximating the amount of these costs, this paper uses the concept of Transaction Costs in order to identify and structure the relevant cost types. The quantification of this concept needs data which will soon become available.

Organic operators’ satisfaction with their certification body – a survey in Germany Organic Eprints

Organic certification represents different functions for the stakeholders involved in this process. For a producer of organic food, it is mainly a service provided by a certification body. Hardly any information currently exists on organic operators’ satisfaction with this service. In a survey of German organic processors, we examine the satisfaction and other questions connected to the relationship certification body – client and offer insights for certification bodies and organic associations.

Risikobasierte Zertifizierung im ökologischen Landbau: Ableitung verbesserter Strategien auf der Grundlage der Daten großer deutscher Kontrollstellen Organic Eprints

Das Ziel dieses Forschungsprojektes ist die Weiterentwicklung der risikobasierten Kontrolle im ökologischen Landbau. Dazu wurden die bei den fünf am Projekt beteiligten deutschen Öko-Kontrollstellen existierenden Systeme in einem Workshop diskutiert. Anschließend wurden die Kontrolldatenbanken der Jahre 2009 und 2010 dieser Kontrollstellen in einer zentralen Datenbank zusammengeführt, um anhand einer quantitativen Analyse der Kontrolldaten das Risiko für Abweichungen von der EG-Öko-Verordnung zu untersuchen. Dieser Ansatz und die verwendete Methode stellen eine Erweiterung der bislang überwiegend qualitativen Bewertung dieses Risikos dar. Stakeholder participation and stakeholder protest: On the planned revision of the EU Organic regulation Organic Eprints

POSTER In Germany organic stakeholders largely reject the draft of the revised EU Organic regulation. This was evident at a workshop held within the framework of the ORGAP project, which brought together leading representatives of the organic sector in March 2006. The objective of the workshop was to develop indicators on the evaluation of the European Action Plan for Organic Food and Farming. Stakeholder-Partizipation: Zum Überarbeitungsprozess der EU-Öko-Verordnung Organic Eprints

This paper analyses the revision process of the EU Organic Regulation (EC) No. 2092/91. The first version of the revision of EU organic regulation was largely devel-oped without direct consultations with organic sector associations. This is certainly one of the reasons for the vehement criticism confronting the EU Commission in spring 2006. The concept of good governance can be helpful to judge the revision process from a broader perspective. In light of good governance, the principle of stakeholder involvement in the revision of the regulation has not always been ade-quately considered. From the authors point of view this principle should be a key principle in the further revisions.

Zur Ökonomik von Kontrollmaßnahmen im ökologischen Landbau Organic Eprints

Organic inspections serve consumers and citizens and aim to protect them. Since the organic certification system involves considerable costs, economic aspects have to be considered when deciding on the optimal frequency of inspection. Using a theoretical model containing the relevant variables and parameters, the optimal level of unannounced inspections is discussed. The model takes into account the potential damage due to severe infringements, the costs of unannounced inspections, the producers’ costs of complying with the standards and the sanctions due to infringements. Four possible inspection strategies are presented. The authors plan to further develop the model by applying data and expert knowledge collected within the CERTCOST project.
